Foreign nationals living, working or studying in China can apply for consular authentication for marriage, birth, education, etc. when they need to present notarized documents to foreign authorities. The application procedures are the same as those for Chinese citizens. First, apply for notarization certificate(s) to be used in foreign countries from the notary office, and then apply for consular authentication issued by China and/or foreign embassies or consulates.
The Chinese government charges consular authentication fees in the principle of reciprocity. For information on consular authentication fees charged by foreign embassies and consulates in China, please log onto consular service website of the Ministry of Foreign Affairs: http://cs.mfa.gov.cn
Any notarized documents submitted by foreign nationals to foreign embassies and consulates in China cannot be used in applying for Chinese consular authentication.
