I. Cases:

From 0: 00 to 24: 00 on May 17, Shanghai has reported no new imported confirmed case of COVID-19.

From 0: 00 to 24: 00 on May 17, Shanghai has had one new confirmed COVID-19 case travelling from Hubei to Shanghai.

As a permanent resident from Qianjiang City, Hubei Province, the individual arrived in Shanghai for the job search on the evening of May 14 and then took Metro Line 2 to Maiju Inn. On May 15, he went to Shanghai East Hospital (South Campus) to apply for laboratory test. Upon the receipt of a positive serological testing result, he was immediately placed under quarantine for medical observation in the medical institution the same day and later developed symptoms. On May 17, Shanghai Center for Disease Prevention and Control released his positive nucleic acid testing result. The patient was diagnosed as a confirmed COVID-19 case after comprehensive assessment of epidemiological history, clinical data, laboratory test results and imaging examination. According to his self-statement, he had worn the face mask all the way when he travelled by train, metro or went outside in Shanghai.

So far, we have traced a total of 21 close contacts during his stay in Shanghai and sent them to centralized quarantine facilities for medical observation. All sites that the case has been to and transportation vehicles that he has used have been disinfected. We have notified relevant provinces of information on such case so that they can check and confirm the local whereabouts and close contacts of the patient.

As of 24:00 on May 17, Shanghai has reported a total of 326 imported confirmed cases. 309 of them have been discharged from hospital, and the other 17 are receiving treatment in hospitals (1 in critical condition and 1 in severe condition). There are 4 imported suspected cases pending for screening.

As of 24:00 on May 17, Shanghai has reported a total of 340 local confirmed cases. Among them, 332 have been discharged, 7 died. At the time of the release, one patient is receiving treatment in hospital, and there is no local suspected case pending for screening.

As of 24:00 on May 17, Shanghai has had no asymptomatic carrier under medical observation.

From April 9, Shanghai has conducted nucleic acid testing on some employees in the enterprises and public institutions to supported their resumption of business and production. The individuals in Shanghai may apply for voluntary nucleic acid testing by appointment at their own cost starting from April 22.

As of 24:00 on May 15, more than 60,000 individuals have undergone testing, and none of them have been tested positive. We have applied the testing to all those who filed the voluntary applications. We will continue to enhance our testing and other related work.


II. Medical Treatment

We will work all out to ensure the medical treatment of COVID-19 patients in Shanghai, continue to improve the management of fever clinics and enhance the capacity-building of 117 fever clinics across Shanghai. We will add more isolation space for medical observation in the fever clinics, start the standardized building of fever clinics and hire more health care staff and support workers in these clinics. We will arm the clinics with more dedicated CT gradually on a conditional basis and keep enhancing our nucleic acid testing capacity. We will also optimize the service procedures in these clinics, reinforce the inquiries on epidemiological history, and carry out strict screening of those who have travelled to high-risk regions or had contact with high-risk individuals in the past 14 days. Last but not the least, we will ramp up the building of sentinel fever clinics in the community health service centers.

By placing equal importance to normalized COVID-19 prevention and control and regular medical services, medical institutions at all levels in Shanghai will further strengthen appointment-based medical services in staggered periods and carry out their services in an orderly manner on the basis of preventing nosocomial infection to better satisfy the public needs.

Shanghai Municipal Health Commission will continue the sanitary supervision over and inspection of various places and sites in Shanghai.

 Shanghai Patriotic Health Campaign Committee and Shanghai Municipal Health Promotion Commission   officially issued the Shanghai Citizen Health Convention (“the Convention”) after fully heeding the advice and opinions from all walks of life. As a measure to uphold patriotic health campaign and promotion of healthy life, the Convention seizes the trend, stands for people’s will and combines their wisdom at the moment when the awareness of our citizens on disease control and health is growing stronger day by day. The Convention is also of critical significance in putting the essences of the conference on the public health system building in Shanghai Municipality in place and facilitating the Healthy Shanghai initiative and the normalized disease prevention and control.

The Convention was well-received upon the release. Shanghai citizens responded that everyone should join to build a healthy Shanghai while healthy life should begin from everyone. For our citizens’ better understanding the core information and details of the Convention, we have released 18 Q&A on the Shanghai Citizen Health Convention after referring to the “Eight Don’ts and Ten Recommendations” therein. The formulation of both the Convention and its Q&A has fully demonstrated the following four principles:

The first is to adhere to the awareness of normalized COVID-19 prevention and control. The Convention focuses on the normalized disease prevention and control and encourages the citizens to transform their healthy behaviors during the battle against COVID-19 into regular habits for a healthy life.

The second is to uphold the fundamental concepts of health. The Convention follows the fundamental concepts of health like the four cornerstones of health proposed by the World Health Organizations, namely “reasonable diet, proper exercise, abstinence from smoking & moderate consumption of alcohol and mental balance”, as well as the “Shanghai Citizens Health Literacy Key Information” to embody a holistic strategy and systemic thinking on health improvement.

The third is to eradicate unhealthy habits. The Convention centers on the main issues that impact public environment and the citizens’ health, including the persistent and newly-emerged bad habits. It especially stresses that extra efforts should be made to eradicate the unhealthy habits that are strongly opposed by our citizens, such as spitting around and smoking while walking.

The fourth is to lead a trend of healthy life. Great endeavors will be made to engage our citizens in the Patriotic Health Campaign and bring into full play their role of changing unhealthy social customs and promoting new healthy ones. Shanghai, a city that is open-minded, innovative and inclusive, aspires to set a new trend and break new ground in building itself into a healthy city.

Next step, we will start the following three tasks with the members under Shanghai Patriotic Health Campaign Committee to put the Convention in place: 

The first is to enhance the publicity of Convention across the society. On the basis of 18 Q&A, we will release the publicity film for public goods and diagrammatic icon pertinent to the Convention and issue the folding brochures, posters and other publicity materials to build a sound environment to promote the Convention.

The second is to kick off the general education. We will work with Shanghai Municipal Education Commission to incorporate the Convention into the public health safety and health knowledge education materials for primary and secondary school students. The content of and interpretations to the Convention will be compiled into the 2020 Health Knowledge Readers for Shanghai Citizens and delivered to over 8 million households in the city.

The third is to accelerate the implementation. Each district, sub-committee and township will be organized to mobilize citizens’practice of the Convention so that it will be implemented in phases. Recent focus will be placed on the awareness enhancement of citizens on the disease prevention and self-protection as well as the promotion of serving chopsticks and spoons. Any act that will compromise public health substantially or cause strong reactions from citizens will be put on the legislative agenda in terms of public health through related procedures so that the rule of law will be  the driving force of promoting public order and moral together with healthy acts.
