本市制定《上海市加快经济恢复和重振行动方案》,涉及八个方面、50条政策措施

Shanghai released 50 measures in the Action Plan to Accelerate Recovery and Revitalization of the Economy in Shanghai, covering eight aspects.  


今天(5月29日)下午举行的市疫情防控工作新闻发布会上,市委常委、常务副市长吴清介绍了《上海市加快经济恢复和重振行动方案》相关情况。

At the press conference on COVID-19 prevention and control in Shanghai held on the afternoon of May 29, Mr. Wu Qing, Member of Standing Committee of the CPC Shanghai Municipal Committee and Executive Vice Mayor of Shanghai briefed on the release of the Action Plan to Accelerate the Recovery and Revitalization of Economy in Shanghai.

 

在党中央、国务院坚强领导下,在国家相关部门、兄弟省区市和解放军大力支援下,在全市人民共同努力下,我市新冠肺炎疫情防控工作取得重要阶段性成效。为深入贯彻习近平总书记在中央政治局常委会会议上的重要讲话精神,认真落实全国稳住经济大盘电视电话会议精神,按照疫情要防住、经济要稳住、发展要安全的要求,更加有力、更加高效地统筹疫情防控和经济社会发展,坚决打赢大上海保卫战、经济恢复和重振攻坚战,围绕落实国家稳经济一揽子措施,在前期调研和听取各类市场主体诉求和建议的基础上,我市制定了《上海市加快经济恢复和重振行动方案》(以下简称《行动方案》)。下面,向大家简要介绍一下。

Shanghai has made important milestone results in containing COVID-19 under the strong leadership of the CPC Central Committee and the State Council, generous support from departments of the state, fellow provinces, cities and districts and PLA as well as the joint efforts of the people in Shanghai.

In order to translate into reality the important speech delivered by General Secretary Xi Jinping at the meeting of the Standing Committee of the Central Political Bureau of the Communist Party of China and follow the spirit of video and telephone conference on maintaining stable economic performance, Shanghai has formulated the Action Plan to Accelerate the Recovery and Revival of Economy in Shanghai (hereinafter referred to as the Action Plan) by focusing on putting the nation’s intiatives to stabilize economy in place after preliminary survey and taking heed of appeals and suggestions from market entities. According to the requirements of containing disease, stabilizing economy and pursuing safe development, the Action Plan aims at coordinating the socio-economic development amid disease containment in a more rigorous and effective manner and winning decisive victory against COVID-19 to defend Shanghai, recover and revive its economy. The general outlines of the Action Plan are introduced as follows.

 

一、总体考虑

本轮疫情对上海经济社会发展产生了巨大的冲击,市场主体遭遇的困境也前所未遇,既要防住疫情,又要稳住经济。当前上海正处于经济恢复发展的关键时期,当务之急就是要全力落实中央部署,保企业、保就业,努力稳住经济基本盘。为此,我们认真分析本轮疫情对上海经济的影响,评估3月底已出台的抗疫助企“21条”政策实施情况,通过问卷调查、召开视频会议等方式,广泛听取各类市场主体的诉求和建议,从实际出发,制订形成助企纾困政策和经济恢复重振的五十条举措。在政策制订中,我们始终把保市场主体放在紧要位置,各项政策叠加实施,充分发挥政策综合效应,支持帮助各类企业特别是经营困难的中小微企业渡过难关,着重把握好四个统筹”

I. Summary Thoughts

The resurgence of COVID-19 has dealt a severe blow to the socio-economic development in Shanghai and plunged market entities into an unprecedented crisis. Therefore, it is imperative to maintain the stable economic performance while containing the disease. At a critical point of restoring its economic growth, Shanghai puts its top priority to fully implement the plan of the central government, protect businesses and safeguard job security and try hard to keep the fundamentals of the economy stable. Based on the careful analysis of the impact over the city's economy brought by the re-emergence of virus and assessment on the implementation of 21 policies issued in the end of March to aid businesses in fighting against the disease, the City developing the Action Plan started from the reality to include 50 measures with a view to helping businesses out of difficulties, recovering and reviving the economy after carrying out questionnaire surveys and holding video conferences to heed appeals and suggestions from various entities. In formulating the measures, the City placed the emphasis on protecting the market entities with stack-up implementation of policies and brought the comprehensive effect of policies into full play to aid businesses especially the SMEs having difficulties in operation to tide over difficulties. To sum up, the 50 measures will focus on the four coordination as follows:

 

一是统筹好常态化疫情防控与经济恢复重振的关系。既要压实责任、毫不放松,抓紧抓实疫情防控工作,坚决筑牢疫情防控屏障。又要精准发力、突出重点,着力稳定市场预期,提振发展信心,最大限度减少疫情对经济社会发展的影响。

The first is the coordination of normalized disease containment with economy recovery and revival. The efforts will be made to tighten up disease containment and take solid steps in this regard by fulfilling responsibilities and staying vigilant to build a strong barrier against the virus unswervingly. The efforts will also be made to stabilize the market expectations and raise confidence in growth by adopting precise measures and stressing on priorities to minimize the impact of disease over the socio-economic development.

 

二是统筹好国家授权与自主创新的关系。用好用足国家政策,在地方事权范围内,结合上海实际进行政策创新和突破,聚焦财税、社保、融资、房租等企业普遍关心的问题,尽最大努力推出一批针对性强、含金量高、高效直达的纾困政策。

The second is the coordination of nation’s delegation of power with independent innovation. Efforts will be made to accomplish policy innovation and breakthroughs within local powers and responsibilities by fully utilizing the nation’s policies and taking actual situation in Shanghai into account. With focus on finance and taxation, social security, financing, rental and other issues that are of common concerns to businesses, the best endeavors will be made to release targeted policies of high value that can ease burdens and difficulties of businesses effectively and directly.

 

三是统筹好有为政府与有效市场的关系。政府要有效作为,在财税减收、抗疫支出增加的情况下,拿出真金白银为企业纾困解难,帮助企业渡过难关,缓解燃眉之急。同时,要充分发挥各类市场主体在经济恢复和重振中的主力军作用,增强市场活力和经济韧性。

The third is the coordination of a well-functioning government with an efficient market. An effective and well-functioning government will allocate funds to ease burdens and difficulties of businesses in a period when taxation revenues are reducing while expenditures on disease containment are increasing with a view to helping them pull through and resolve pressing issues. In the meanwhile, the key role of market entities will be played to the full in the recovery and revival of economy with a view to enhancing their vitality in the market and economic resilience.

 

四是统筹好普惠性鼓励支持与结构性精准施策的关系。既要帮扶各类市场主体兼顾大中小企业,又要把握政策导向推动经济结构优化升级,支持重点企业、重点项目和重点区域多增少降,充分激发投资、消费、外贸等动力潜力。

The fourth is the coordination of inclusive incentives and support with structural implementation of targeted measures. The efforts will be made not only to aid various market entities and take balanced approaches to cover small, medium and large enterprises, but also to employ policies to advance the optimization and upgrading of economic structure. The efforts will then be put to add more key enterprises, projects and areas, and fully leverage the impetus and potential of investment, consumption and foreign trade.

 

二、主要内容

《行动方案》共包括八个方面、50条政策措施,主要内容大致可分为四大板块

II. Main Contents

The Action Plan includes 50 measures to cover eight aspects, which can be divided into four sections in terms of main contents.

 

第一板块主要是全力助企纾困。针对企业实际困难,从阶段性缓缴五险一金和税款、扩大房屋租金减免范围、多渠道为企业减费让利、加大退税减税力度、发放援企稳岗补贴等方面,综合实施缓免减退补政策,多管齐下为企减负。在缓缴方面,餐饮、零售、旅游、民航、公路水路铁路运输等特困行业以及受疫情影响经营困难的中小微企业和个体工商户按规定缓缴社会保险费,用人单位可申请缓缴住房公积金,纳税人可延期纳税申报或申请延期缴纳税款。在减免方面,除减免房租外,对符合条件的企业减免房产税和城镇土地使用税,对非居民用户给予3个月应缴水费、电费、天然气费10%的财政补贴,免收3个月单位生活垃圾处理费等。在退税和补贴方面,进一步加大增值税留抵退税政策力度,在更多行业实施增值税存量和增量全额留抵退税,对餐饮、零售、旅游、交通运输、文体娱乐、住宿、会展等困难行业企业给予一次性稳岗补贴,对符合条件的用人单位给予一次性吸纳就业补贴。

The first section is to make an all-out effort to provide relief to businesses. Based on the actual difficulties faced by businesses, the policy of “deferral, exemption, deduction, refund and subsidy” will be comprehensively carried out by adopting a myriad of measures, including phased deferral of “five insurances and one fund” and tax, expansion of rental reduction and exemption scope, fee reduction and interest concession for businesses through multiple channels, further tax cuts and refunds, and granting of subsidies to assist businesses and stabilize job security, so as to relieve the burden of businesses with a multipronged strategy. In terms of deferral, catering, retail, tourism, civil aviation, road, rail or waterway transportation and other industries in dire status as well as the micro, small and medium-sized enterprises and individual businesses severely hit by COVID-19 can apply for deferral of social insurance fees in accordance with regulations. Employers can apply for deferral of housing provident fund, and tax payers can apply for deferral of tax filing or tax payment. In terms of reduction and exemption, apart from rental concessions, reduction and exemption of real estate tax and urban and township land use tax will be available to qualified businesses, while non-resident users will enjoy a financial subsidy equivalent to 10% of water, electricity and gas fees for three months and the exemption of domestic garbage disposal fees for three months. In terms of refund and subsidy, further endeavors will be made to implement the policies regarding refund of excess input value-added tax (“VAT”) credits, carry out the refund of existing excess input tax credits and incremental excess input tax credits in more industries, provide one-off subsidies for hard-hit industries like catering, retail, tourism, traffic & transportation, culture, sports and entertainment, accommodation, conference and exhibition to stabilize job security, and grant qualified employers one-off subsidies to help them attract talent.

 

第二板块主要是复工复产复市。复工复产、复商复市是当前各类企业非常关注的问题。针对复工复产卡点堵点,提出了分类指导、动态修订复工复产复市疫情防控指引、取消企业复工复产复市不合理限制,61日起取消企业复工复产审批制度,扩大企业防疫和消杀补贴范围、建立长三角产业链供应链互保机制、畅通国内国际物流运输通道等政策措施,支持各行业领域复工复产复市,稳步提高企业达产率。

The second is to facilitate the resumption of work, production and businesses, which is currently a major concern to various kinds of businesses. To address the difficulties and choking points arising out of the resumption of work and production, guidelines on disease containment measures to resume work, production and businesses, which feature category-based guidance and are subject to dynamic revisions, will be released while improper restrictions on the resumption of work, production and businesses will be lifted. Various measures will be implemented as of June 1 to support the resumption of work, production and businesses in various fields and sectors, and steadily enhance the rate of production target fulfillment. For example, the examination and approval for the resumption of work and production will be canceled, the scope of anti-disease and disinfection subsidy for enterprises will be expanded, a mutual guarantee mechanism of industrial chain and supply chain in the Yangtze River Delta region will be established, and the domestic and international logistics & transportation channels will be made smooth.

 

第三板块主要是稳外资外贸、促消费投资。围绕稳外资稳外贸、促进消费加快恢复、发挥投资关键性作用等方面,提出了一系列有力度的政策举措,全面增强经济内生动力。在稳外资方面,建立重点外资企业复工复产专员服务机制,启用重大外资项目线上服务系统,提前启动2022年上海市鼓励跨国公司地区总部发展专项资金申报工作,进一步支持跨国公司在沪设立地区总部和外资研发中心,着力稳定外资企业预期和信心。在稳外贸方面,加大出口退税、出口信用保险等支持力度,鼓励港航企业减免货物堆存费和滞箱费,助力外贸企业履约订单。在促消费方面,以大宗消费为抓手,年内新增非营业性客车牌照额度4万个,按照国家政策要求阶段性减征部分乘用车购置税,对置换纯电动汽车的个人消费者给予一次性10000元补贴,支持大型商贸企业和电商平台发放消费优惠券,支持文创、旅游、体育产业发展,大力促进消费加快恢复。在扩投资方面,加强城市更新规划编制、政策支持和要素保障,年内完成中心城区成片旧区改造,全面提速零星旧区改造,年内新启动8个以上城中村改造项目。全力推动在建项目复工复产和新项目开工建设,支持扩大企业债券申报和发行规模,将新型基础设施等纳入地方政府专项债券支持范围,进一步发挥基础设施REITs作用,充分引导和激发社会投资。

The third section is to stabilize foreign investment and foreign trade and advance consumption investment. Striving towards the goals of stabilizing foreign investment and foreign trade, speeding up the recovery of consumption, and bringing into play the key role of investment, a series of enforceable policies will be launched to fully strengthen the internal forces driving economic growth. To stabilize foreign investment, a service mechanism to facilitate the resumption of work and production of key foreign-funded enterprises will be established, an online service system for major foreign-funded projects will be put into use. Furthermore, the application for the Special Fund of Shanghai Municipality for Encouraging the Development of Regional Headquarters of Multinational Corporations will kick off ahead of schedule. These efforts will provide more support for multinational corporations to set up regional headquarters and foreign-funded R&D centers, and stabilize the expectations and confidence of foreign-funded corporations. To stabilize foreign trade, further efforts will be made to support VAT export refund and export credit insurance, encourage port and shipping industries to reduce storage and demurrage, and help enterprises engaged in foreign trade to fulfill orders. To promote consumption, priority will be given to bulk consumption. For the year of 2022, the quota for licenses of non-profit passenger vehicles will add 40,000, and part of vehicle purchase tax will be reduced by phase in line with national policies. Individual consumers who would like to replace their old vehicles with battery electric vehicles will be granted a one-off subsidy of 10, 000 yuan, large business and trade enterprises as well as e-commerce platforms will be encouraged to issue consumption vouchers, and solid support will be given to culture and creation, tourism, sport and other industries, in an effort to boost consumption and accelerate recovery. To expand investment, the formulation of urban renewal planning, policy support and factor guarantee will be strengthened, the goal of renovation of run-down communities in downtown area for 2022 will be completed, the renovation of sporadic run-down communities across the city will speed up, and more than eight projects of urban villages renovation will kick off. Utmost efforts will be made to help projects under construction resume work and production and aid new projects to kick off, expand the application and issuance of enterprise bonds, incorporate new infrastructure into the support scope of local government special bonds, bring the role of Infrastructure REITs into further play, and fully guide and stimulate social investment.

 

第四板块主要是强化支撑保障。围绕资金、土地、人才、营商环境等方面,提出了一批支撑保障性的政策措施,同时进一步研究储备一批新的政策措施。在要素保障方面,加快涉企专项财政资金拨付和执行进度,完善专项资金使用和评价方式,统筹用于对经营困难的企业给予房租、贷款利息、担保费、稳岗就业等补贴。支持中小微企业无缝续贷,深入实施浦江之光行动、支持企业上市融资;按照国家政策要求,将商业汇票承兑期限由1年缩短至6个月,对民营企业债券融资交易费用能免尽免;降低市区两级政策性融资担保费率,实行贴息贴费政策。保障土地要素供给,尽快启动土地市场交易,增加年度建设用地计划。在民生保障方面,多渠道稳定和扩大就业,加大培训补贴力度,落实高校毕业生见习补贴、求职创业补贴等各项支持政策。优化人才直接落户、居转户、购房等条件,吸引和留住各类人才。通过发放一次性补贴、爱心礼包等形式,保障困难群众生活。在优化营商环境方面,持续开展各层各级领导干部防疫情、稳经济、保安全大走访、大排查,建立企业诉求快速回应和解决问题的服务机制,实施市场主体纾困优化营商环境专项行动计划,提高一网通办全程网办率,完善信用修复机制,加大政府采购支持中小企业力度,稳定平台企业及其共生中小微企业的发展预期。

The fourth section is to reinforce supporting measures. A series of supporting policies and measures have been proposed to focus on such aspects as funds, land, talent, and business environment while more are under deliberation or in the pipeline. To ensure factor guarantee, special budgetary funds involving businesses will be allocated at a faster pace with implementation accelerated. Such funds will be spent and assessed in an improved manner and used as subsidies granted to businesses having difficulties in operation for rental, loan interests, guarantee fees, stabilization of employment, and other aspects. Seamless renewal of loans will be sustained for micro, small and medium-sized enterprises while enterprises will be supported in their public listing to secure financing with the further implementation of the Opinions on Facilitating the Role of Capital Market to Promote the High-quality Development of Science and Technology Innovation Enterprises in Shanghai (Pujiang Action). Pursuant to national policies, acceptance period of trade bills will be shortened to six months from one year, and transaction fees of bond financing will not be charged from private enterprises if it is possible. Policy-based financing guarantee rate will be decreased at both municipal and district levels, and subsidies for interests and fees will be provided. Land supply will be guaranteed to launch land market transactions as soon as possible and additionally formulate annual plan for construction land. To ensure the people’s livelihood, employment will be stabilized and expanded in a multi-channel manner while training subsidies will be increased. More support will be put in place, such as probation subsidies for university graduates and allowances for job application and business start-up. Talented people will be attracted and retained with such optimized measures as direct grant of permanent residence, residence permit converted to household registration, and house purchase. In addition, lump-sum living allowances and care-and-love packages will be provided to support lives of people in disadvantaged circumstances. To optimize business environment, officials at all levels will continue their visits and investigations to “maintain COVID-19 containment, stabilize the economy, and ensure safety.” A service mechanism will be established to quickly respond to appeals from enterprises and solve their problems. A special action plan will be implemented to address difficulties of market entities and optimize business environment. In addition, efforts will be made to boost the efficiency of handling affairs all online on the platform “Government Online-Offline Shanghai”, improve the credit repair mechanism, add support to small and medium-sized enterprises in the government procurement, and balance the development prospect of platform enterprises and co-existing micro and small enterprises.


当前我们既要打赢大上海保卫战,又要打好经济恢复和重振攻坚战,任务非常艰巨。目前很多企业努力克服困难,主动承担社会责任,有序推进复工复产复市,我们对此深表感谢和敬意。下一步,我们已明确要求全市各部门、各区抓紧出台实施细则,明确申报流程和办事指南,实行免申即享、一键即享、线上办理、精准推送等措施,确保各项政策以最快速度落实落地,高效直达市场主体。同时,我们还将根据国家新出台的政策、企业反映的问题和诉求,及时补充和刷新政策,加强督促检查和政策评估,全力以赴抗疫情、稳经济、促发展。总之,我们将尽最大努力帮助各类企业,全心全意服务各类企业,千方百计为各类企业纾困解难,与广大企业携手同心、迎难而上,一起努力恢复和重振上海经济。虽然疫情给上海经济社会造成巨大影响,但是上海经济发展的基本盘没有改变,上海经济长期向好的态势没有改变,相信在大家共同努力下,上海一定能够渡过难关,迎来更加美好的明天!

At current stage, the city is facing the demanding task to win the fight against COVID-19 while recovering and reviving its economy. Quite a lot of businesses have overcome difficulties and taken initiative to shoulder their social responsibilities of resuming production and work in an orderly manner. We would like to extend our deep gratitude and respect to them.

In the next step, as all municipal departments and districts are required to promptly put forward detailed rules, make clear declaration process and guidance and take measures such as allowing preferential treatment without application or with only one click, rolling out online services and targeted pushes to ensure that policies will be put in place as fast as possible and benefit market entities effectively and directly.

In the meantime, policies will be added and updated in a timely manner with supervision, inspection and policy assessment strengthened in accordance with new national policies as well as problems and appeals from businesses to concentrate on stabilizing the economy and advance development amid disease containment.

To sum up, utmost efforts will be made to help all businesses, serve them wholeheartedly, ease their burdens and address their difficulties. By working together with them and rising to challenges, Shanghai will recover and revive its economy. Though the disease has wrought havoc on the city’s socio-economic development, the fundamentals remain unchanged, and so does the sustained and sound growth of the city for the long term. It is believed that with our joint endeavors, Shanghai will tide over the current difficulties and embrace an even brighter future!
