坚持稳中求进,我市平稳有序落实落细国家“新十条”

Shanghai follows the 10 new measures on COVID-19 containment released by the state steadily and orderly in the principle of pursing progress while ensuring stability.


今天(12月8日)举行的市疫情防控工作新闻发布会上,市防控办副主任邬惊雷就本市贯彻落实国家进一步优化疫情防控10条措施的有关情况作通报:

At the press conference on COVID-19 prevention and control in Shanghai on December 8, 2022, Mr. Wu Jinglei, Deputy Director-General of the Office of Shanghai Municipal Leading Group on Preventing and Controlling COVID-19 briefed as follows on the implementation of 10 new measures released by the state on further adjusting and optimizing COVID-19 response across the city:


昨天,国务院联防联控机制综合组印发了《关于进一步优化落实新冠肺炎疫情防控措施的通知》。上海市委、市政府高度重视,立即组织专题研究并迅速部署落实。昨天下午,全市疫情防控工作会议就科学精准实施好进一步优化疫情防控10条措施、更好统筹疫情防控和经济社会发展等提出明确要求。市防控办牵头会同相关部门对照国家要求,逐条细化分解,有力有序落实各项优化措施。

Following the release of the Notice on Further Optimizing and Implementing Measures on COVID-19 Prevention and Control (the 10 Measures) by the Joint Prevention and Control Mechanisms of the State Council on December 7, 2022, the CPC Shanghai Municipal Committee and the Shanghai Municipal People’s Government attached great importance to the 10 Measures and promptly arranged special research on the Notice for quick implementation. On the afternoon of December 7, 2022, the meeting on COVID-19 prevention and control in Shanghai clarified the requirements on implementing the 10 Measures in a science-based and targeted manner, improving disease containment in socio-economic development and other aspects. In line with the national policies, the Office of Shanghai Municipal Leading Group on Preventing and Controlling COVID-19 led other departments to break down the 10 Measures for orderly implementation as follows:


一是关于科学精准划分风险区域。目前,本市已经按楼栋、单元、楼层、住户划定高风险区,要求不得随意扩大到小区、街镇等区域,不得采取各种形式的临时封控,不得随意采取“静默”管理。科学判定风险区域,尽量减少封控人员数量,无社区传播风险情况下可不划定高风险区。

I. Delineating COVID-19 risk areas in a science-based and targeted manner. As Shanghai has designated high-risk areas by buildings, units, floors and households, no arbitrary expansion of risk areas to residential compounds, sub-districts, towns or others is allowed. It is not permitted to adopt temporary lock-down in whatsoever form or resort to static management willfully. Risk areas should be determined in a science-based manner to minimize the number of people under lock-down. High-risk areas need not be designated in case of no disease transmission risks in communities. 


二是关于进一步优化核酸检测。本市已明确,不再按行政区域开展全员核酸检测,除高风险岗位从业人员和高风险区外,其他人员原则上愿检尽检;对7天内无核酸检测记录的人员不再赋黄码。从今天起,本市不再对来沪返沪人员实施“落地检”“三天三检”“五天四检”等;来沪返沪人员抵沪不满5天者,其“随申码”“场所码”不再显示“来沪返沪不满5天”的标记提示,不再限制其进入相关公共场所。我们已优化调整部分场所防疫要求,除养老机构、儿童福利机构、医疗机构、学校(含托幼机构)等有特殊防疫要求的场所外,明天起密闭娱乐场所、餐饮服务场所也不再查验核酸检测阴性证明。本市将继续保留常态化核酸检测采样点,提供免费检测服务。

II. Further optimizing PCR tests. Shanghai has made it clear that people will not be subject to mass administrative-region wide PCR testing . All individuals other than those working on posts of high risk exposure and those in high-risk areas can take tests on voluntary basis in principle. Individuals with no testing record in 7 days will not be assigned yellow Suishen Health Code. Starting from December 8, 2022, individuals coming/returning to Shanghai will not be subject to PCR tests upon arrival, three tests in three continuous days, or four PCR tests in the five days since arrival. The individuals coming/returning to Shanghai in less than 5 days will not have the prompt “Coming/Returning to Shanghai in Less than 5 Days” displayed on their Suishen Health Code or venue codes. They will not be restricted from entering relevant public venues either. Shanghai has also optimized and adjusted disease containment requirements in some venues. Starting from December 9, 2022, negative PCR testing result will not be checked and verified in enclosed entertainment venues, food and beverage sites except nursing homes for the elderly, children's welfare homes, medical institutions, schools (kindergartens and childcare nurseries included) and other venues with special requirements on COVID-19 containment. The regular PCR testing sites across the city will be kept to provide free-of -charge testing services.

三是关于优化调整隔离方式。对密切接触者,本市已明确今天起,符合居家隔离条件的,由“5天集中隔离+3天居家隔离”调整为“5天居家隔离”,也可自愿选择集中隔离。明天起,本市具备居家隔离条件的无症状感染者和轻型病例,可以选择居家隔离,也可自愿选择集中隔离收治。我们已要求各区各单位加强居家隔离人员生活、就医、用药等服务保障,及时回应群众关切、解决实际困难。

III. Optimized and adjusted quarantine management. Shanghai has made it clear that starting from December 8, 2022, the close contacts meeting conditions of home-based quarantine will be subject to 5-day home-based quarantine instead of 5-day centralized quarantine + 3-day home-based quarantine. They may also choose centralized quarantine on voluntary basis. Starting from December 9, 2022, asymptomatic carriers and those with mild symptoms meeting conditions of home-based quarantine may choose to stay home for quarantine or undergo centralized quarantine on voluntary basis. All districts and competent authorities in the city have been required to enhance services and support for those under home-based quarantine to satisfy their needs for life essentials, medical treatment and medication, respond to people’s concerns in time and resolve their difficulties.


四是关于落实高风险区“快封快解”。本市已经明确,连续5天没有新增感染者的高风险区,要及时解封,避免长时间封控,减少因疫情给市民带来的不便。如封控后高风险区发现的新增感染者为严格落实居家隔离管理阳性人员的同住人员、密切接触者或其同住人员,经评估后无家庭外的社区传播风险,不影响高风险区的解封时间。除划定的高风险区外,我市已不再对阳性感染者所在的居住小区和其他涉及场所、密切接触者所在楼栋的涉及人员,开展相应健康管理措施和核酸检测。

IV. Quick lock-down and quick lifting of quarantine measures in high-risk areas. Shanghai has made it clear that the quarantine measures in those high-risk areas with no new infections reported in 5 continuous days should be lifted in time to avoid any inconvenience incurred by residents due to long lock-down. If the new positive cases found in the high-risk areas after lock-down are co-habitants of the positive cases or co-habitants of close contacts under strict home-based quarantine, the dates to lift the quarantine management in such high-risk areas will not be changed as there is no risk of disease transmission in communities other than the households involved after assessment. Other than in the designated high-risk areas of Shanghai, no health management measures and PCR testing are carried out in the residential quarters in which the positive cases live and in other involved sites as well as to the individuals in the buildings where the close contacts live.


五是关于保障群众正常购药需求。市民可在线上线下购买退热、止咳、抗病毒、治感冒等非处方药物,对线上线下“四类”药品购药人员已不再要求信息登记。市相关部门已与重点连锁药店、电商平台、行业协会建立四类药品应急保供机制,加大采购力度,备足备齐货源,保障市民尤其是老年人、有基础性疾病患者等特殊人群的基本购药需求。建议市民可适当备些常用药,但没有必要囤药。

V. Ensuring people’s basic medicine purchase needs. Residents may purchase OTCs including fever reducers, cough relief, anti-viral OTCs, and cold medications on-line or off-line. No information registration is needed for those purchasing medications of four categories (fever reducer, cough relief, anti-viral medicines and antibiotics) on-line or off-line. Competent municipal departments have established mechanism on emergency supply of medications of four categories with pharmacy chains, e-commerce platforms and trade associations to increase procurement, make supplies sufficient and ready and ensure the basic needs of residents especially special groups like the elderly and patients with underlying conditions to purchase medications. Residents are also recommended to prepare some commonly used medicines, and there is no need of hoarding. 


六是关于加快推进老年人疫苗接种。国内外大量的研究证据表明,接种疫苗可以有效防重症、防死亡。特别是老年人等脆弱人群感染新冠病毒后,容易发展成重症、危重症甚至死亡,尽快接种新冠病毒疫苗很有必要。为加快老年人新冠病毒疫苗接种,本市将通过设立老年人绿色通道、临时接种点、流动接种车等措施,优化各项便民措施,最大限度为老年朋友提供接种便利。为更好保护自己生命安全和身体健康,也为家人着想,建议60岁以上老年朋友特别是80岁以上高龄老人,抓住当前窗口期,尽快接种疫苗,为自己穿好疫苗这件“无形防护服”。

VI. Accelerating the vaccination of the elderly. Plenty of research at home and abroad have proved that vaccination can effectively prevent severe condition or even death from happening. The vulnerable groups, especially elderlies, are susceptible to severe or critical condition or even death if infected with COVID-19, so it is very necessary for the group to be vaccinated as soon as possible. In order to speed up the vaccination of elderlies, Shanghai will take actions such as set-up of green channels of vaccination for elderlies, temporary vaccination sites and dispatch of mobile vaccination vans and optimize various measures to maximize elderlies’ access to vaccination. To better protect themselves and their family members, elderlies above 60 especially those aged 80 and above are recommended to seize current window to get vaccination as soon as possible. Though invisible, it is the right protective gear to wear.

七是关于加强重点人群健康情况摸底及分类管理。本市已要求各区摸清辖区内患有心脑血管疾病、慢阻肺、糖尿病、慢性肾病、肿瘤、免疫功能缺陷等疾病的老年人,对辖区内婴幼儿、孕产妇、长期透析患者、急危重症患者等特殊人群也要进行摸排,建立工作台账,完善应急情况下健康管理、闭环转运、医疗保障等方案预案,对未在基层医疗卫生机构建档的老年人,特别是失能老人、80岁以上的高龄老人等行动不便老年人开展入户调查,了解健康情况并做好信息登记。

VII. Strengthened canvassing of health status for key groups and category-based management. Shanghai has required all districts carry out thorough investigation of elderlies with cardiovascular disease, COPD, diabetes, chronic kidney disease, tumor, or immunodeficiency and collect accurate information about special groups such as infants and toddlers, pregnant women or women in labor, patients in need of long-term dialysis and patients in severe or critical condition within their jurisdiction to establish work lists and improve plans on their health management, closed-loop transfer and medical support in case of emergency. All districts are also required to conduct house visit and survey for those elderlies with no record filed in the community medical and health centers, especially the senior citizens with disabilities, people aged 80 and older and other elderlies with mobility issues to better understand their health status and complete their information registration.


八是关于保障社会正常运转和基本医疗服务。除高风险区外,其他区域不得限制人员流动,不得停工、停产、停业。医务人员、公安、交通物流、商超、保供、水电气等保障基本医疗服务和社会正常运转人员,纳入“白名单”管理。我们将全力保障基本医疗服务,优化门急诊流程,特别是对发热门诊进一步扩充区域、增加诊室、充实力量,尽力满足人民群众就医需求。同时,市、区相关部门积极加强生活物资和重要民生商品储备保障,全力保障市民群众正常生产生活。

VIII. Ensuring normal functioning of society and basic medical service. No areas other than high-risk ones may restrict the movement of people or suspend production or business. Individuals providing basic medical service and those critical to normal functioning of society, such as medical staff, public security officers, logistics personnel, supermarket staff, and personnel securing supply of necessities, water, electricity and gas, are incorporated into white list for management. Shanghai will make all efforts to ensure basic medical service and optimize procedures of out-patient and emergency services in hospitals. In particular, fever clinics will be expanded to add more rooms and workforce to try to meet people’s needs for seeking medical attention. On the other hand, departments of municipality and districts will strengthen the storage and supply of daily necessities and key commodities related to people’s livelihood and make utmost efforts to safeguard normal production and life in Shanghai. 


九是关于强化涉疫安全保障。严禁以硬质隔离等各种方式封堵消防通道、单元和小区大门,确保群众看病就医、消防通道、安全出口等紧急避险渠道畅通。社区与医疗机构要建立健全对接机制,为独居老人、未成年人、孕产妇、残疾人、慢性病患者等提供就医便利。

IX. Enhancing safety while containing COVID-19. It is prohibited putting hard barriers or using other means to block fire escapes and gates of buildings or residential quarters. The access for people to seek medical treatment, fire escapes and safety exits and other emergency safety passages and exits should be free from any hindrances. Communities should also establish and improve contact mechanism with medical institutions so as to facilitate the seniors living alone, minors, pregnant women or women in labor, people with disabilities and patient with chronic diseases to seek medical support. 


十是关于进一步优化学校疫情防控工作。保障师生健康、维护正常教学秩序,是当前学校疫情防控的重要任务。本市已对学校疫情防控作专题部署,明确有疫情的学校要精准划定风险区域,风险区域外要保证正常的教学、生活等秩序。各区与属地校园要完善校地协同机制,在医疗队伍及物资、阳性感染者转运等方面,加强校园疫情应急处置响应,提升学校疫情应急处置能力,确保师生健康和校园安全。

X. Further optimizing disease prevention and control in schools. The priority of schools in disease prevention and control is to protect the health of faculty and students and maintain school routines as usual. Shanghai has drawn up special plans on containing COVID-19 in schools and made it clear that the schools with infections detected should accurately designate risk areas and safeguard normal teaching and life outside the risk areas. All districts and schools in the districts should improve the school-locality coordination system and ramp up emergency response to infections on campuses, such as the dispatch of medical teams and materials and the transport of positive cases, with a view to improving the capability of schools to cope with the disease and emergencies and ensuring the health of faculty and students and safety of campuses. 


我们将坚决贯彻落实党中央、国务院要求,坚持第九版防控方案,落实二十条优化措施,执行好进一步优化十条措施,坚持稳中求进,加强统筹协调,平稳有序落实落细各项优化调整措施,最大程度保护人民生命安全和身体健康,最大限度减少疫情对经济社会发展的影响。

Shanghai will firmly implement the requirements of the CPC Central Committee and the State Council, follow the Protocol on Prevention and Control of COVID-19 (Edition 9), observe the 20 New Rules to Combat COVID-19 in China and execute the 10 Measures on further optimizing the COVID-19 response. By pursuing progress while ensuring stability, Shanghai will enhance coordination, steadily and orderly roll out the optimized and adjusted measures on the disease containment to maximize the protection of people’s life and health and minimize the impact of COVID-19 over on socio-economic development.


抗疫没有局外人,防控没有旁观者。回归正常生活是我们的共同心愿,战胜疫情需要大家的共同努力,离不开全体市民的理解、参与、配合和支持。请广大市民担负起护卫自身健康、家人健康的责任,增强自我防护意识,外出规范佩戴口罩,主动尽快接种疫苗,养成健康生活习惯,切实当好自己健康的第一责任人。

As there are no outsiders in combating COVID-19, there are no bystanders in preventing the disease. It is the hope of all to return to normal life. Defeating COVID-19 calls for efforts of everyone. It will not succeed without the understanding, participation, cooperation and support of residents in Shanghai. All residents should take the responsibility to protect the health of their own and their families, strengthen the awareness of self-protection, wear face masks appropriately outside home, get vaccinated as soon as possible, maintain healthy habits and stand as the principal responsible persons for their own health.
