通过与本市社会各界的密切合作，整合国际国内多方资源，构建对外交流合作平台，支持和服务本市与境外城市、国际组织和友好人士间的交流合作，业务包括：募集和接受境内外社会各界资金和物资捐赠；与境内外机构合作开展经济贸易、科技创新、市政建设、环保气候、文化艺术、教育卫生、体育旅游等各领域的对外交流活动；为本市企业走出去和市民海外权益保护提供帮助；与境内外机构合作开展各种培训；与境内外机构合作开展涉外问题研究；奖励为上海对外友好交流做出重要贡献的机构、群体和个人；支持和参与其他与国际友好交流相关的公益慈善活动等。
